Federal Leasing Review Short on Answers for High Energy Prices

WASHINGTON, D.C. – Consumer Energy Alliance (CEA), the leading U.S. energy and environmental advocate for families and businesses, issued the following statement in response to the Department of Interior’s interim “Report on the Federal Oil and Gas Leasing Program” released today.

“We appreciate the deliberative process undertaken by the Department of Interior, but process should not turn into ways to further hamper energy production by creating regulatory uncertainty or costly policies which stifle investment with excessive regulations and policies that curtail sensible energy development,” CEA President David Holt said.

“This interim DOI review has taken all year, after the Administration paused federal leasing to conduct it. That action was one of many policy choices that have contributed to the fact that American families and small businesses are heading into a long, cold and expensive winter with higher gasoline and heating prices.”

“Getting to net-zero without crushing the economy needs smart environmental and energy policies that recognize the role of oil and gas must play in meeting our basic energy needs for decades to come. Any other policy is fantasy, and the cost of that fantasy is enduringly higher energy prices for Americans.”

“Unfortunately, the report is short on details and makes references that appear to signal efforts to stop or hinder specific forms of energy production that have made America the world’s top oil and gas producer and leading environmental champion. Clarity, consistency, and regulations that preserve our world-leading environmental and safety record without chilling energy investments at home will help lower prices for American families and small businesses, deliver reliable energy in the cold of winter and ensure lasting environmental progress.”

“Federal law requires the Administration to initiate a 5-year planning process to lease and develop oil and gas resources in U.S. waters. Just getting that planning started would send powerful signals to the market and help lower the energy costs at a time when Americans are struggling with record inflation and excessive energy prices.”

“That is one tool President Biden can use that would have a real effect, unlike the recent Strategic Petroleum Reserve release. That only prompted OPEC+ and Russia to consider lowering production, whereas the U.S. returning to its role as the world’s largest oil and gas producer is entirely in our control and would counter foreign interference.”

CEA is also concerned that this report could signal a regulatory slowdown for leases awarded in last week’s record Gulf of Mexico lease sale, Holt said.

“It is notable that amid all the references to GAO reports in the review, not once does it mention the most recent GAO report, which makes the case that the U.S. offshore leasing program is safer and more responsible than it has ever been.”

CEA’s Top 5 Favorite Energy Stories This Week – November 19

Capitol Hill made headlines today as Congress passed President Biden’s Build Back Better Act. The bill contains legislation related to a wide variety of industries, including energy. While the legislation provides useful incentives for new technology, renewable energy, carbon capture, utilization and storage (CCUS), and alternative fuels; the bill received criticism for needlessly restricting American energy producers and not doing enough to address rising energy costs.

Down south, the Gulf of Mexico Lease Sale 257 was held on Wednesday; the first offshore oil and gas lease sale since the Biden Administration paused the leasing program in January.

And on Thursday, construction began on the Vineyard Wind 1 offshore wind farm near Cape Cod. The 800-megawatt facility will begin providing power to the grid in 2023.

Nearly 13% of the world doesn’t have access to electricity, and therefore, air conditioning. Fast Company reports a new cooling technology utilizing a chemical reaction between sunlight and saltwater could be used to cool homes – no electricity required.

4Advances in overhead power lines could double efficiency

Most overhead power lines today use the same basic design from the early 1900’s which is not always suitable for our evolving energy mix. Fast Company explains that a new power line design could make it possible to transmit twice as much electricity without changing or retrofitting utility poles; while its lightweight materials could decrease the risk of dangerous line sagging.

3The first and only electric school bus in Alaska receives high marks

A year ago the state of Alaska received their very first electric school bus…uncertain of how it would perform in the extreme cold. Electrek shares that in the past year, the bus has not missed one day of school – and while it still requires more energy to heat the bus than drive it – the solar powered vehicle is able to maintain a suitable internal temperature.

2A new pavement is helping to cool down major cities

Roadways, parking lots and buildings can retain a lot of heat from the sun, creating “urban heat islands” where temperatures can remain as high as 10 degrees hotter into the evening as structures release heat absorbed throughout the day. The American Society of Civil Engineers explains how a so-called cool pavements are being rolled out in Los Angeles and Phoenix by coating existing streets with a sealant. The results have been promising – creating a five-degree difference between treated and untreated asphalt in some cases.

1New fuel for small satellites passes its first test in space

A new iodine electric propulsion could enable new ways for tiny satellites to travel the solar system while increasing their ability to avoid collisions in orbit. Axios reports that iodine-based propulsion is cheaper and easier to work with than xenon – the most common propellant used in ion propulsion – which is harder to produce and relatively rare.

CEA Federal Affairs Advisor Michael Zehr made the following statement:

“At a time when energy prices are soaring and some families are forced to choose between fuel or food, our lawmakers are making energy more expensive by supporting increased fees and taxes on natural gas –  price increases that will be passed on to consumers as higher costs for home heating, cooking, and goods and services.”

“The legislation also needlessly restricts the responsible, well-regulated development of domestic oil and gas at a time when we are already begging more carbon-intensive providers from OPEC+ and Russia to increase production to meet needs we could address at home. It is illogical to ask countries with lower environmental standards to supply us while restricting American producers who have the strictest environmental regulations in the world.”

“CEA has long supported all forms of energy from oil and gas to renewables and nuclear power – and Congress should, too. If we want to regain control of energy prices, meet the growing demand for energy, and continue our march toward a net-zero future, we must thoughtfully use all of our energy resources, including oil and gas, expanded renewable energy infrastructure, nuclear capabilities and carbon capture technology.”

Materials Engineer

The salary for a technical sales associate can range from $65,000 – $106,000 depending on specific job incentives.

Solar Site Assessor

Before a solar array ever comes online, there needs to be someone who can properly assess if a proposed site or rooftop is an amenable location to solar. They will perform tasks such as site visits and complete computer generated designs of solar arrays, in hopes of giving the client a better idea of what they can expect from a solar system at their location. Most solar site assessors can receive this position with either a certificate in a computer drafting program or a two-year associate’s degree. The average salary for a solar site assessor is around $40,000.

Installers of solar modules have the single highest job growth projection of any career in the United States. It is estimated that the position will grow up to 105% in the next eight years. The job entails traveling to installation sites and properly securing modules on the mounting system, either on the ground or on a rooftop. Most installation jobs require no formal college degree and instead rely on on-the-job training. The average salary for a solar installer is roughly $40,000.

There are hundreds of parts that go into creating a wind turbine. This means that the job growth of wind turbine component manufacturers is looking up as renewable energy mandates increase. This position involves properly assembling the turbine and transporting it to the build site. The education necessary for this job may be a technical school that specializes in this field or even an associate’s degree. The average salary for this job is around $45,000 per year.

Site Preparation And Construction Worker

Wind turbines require a great deal of site preparation and other construction projects before it can begin generating renewable energy. This includes clearing brush and trees, constructing access roads, and pouring the foundation that will steady the turbine over its lifetime. The highest percentage of construction jobs in the wind industry are located in the Midwest, as this is the area of the country with the highest wind resource and thus, has the highest demand for all careers related to wind. Most of these jobs require a high school degree unless you wish to be a site manager, which may require a two-year associate’s degree. Meteorological Technician

If this part of the process isn’t completed correctly, the project can take years longer to show a financial return.
