Predictable Gulf of America, Alaska Offshore Leasing Sales Major Win for Families, Small Businesses and U.S. Economy

WASHINGTON Consumer Energy Alliance (CEA), the leading energy and environmental advocate for families and businesses, today applauded the Trump Administration and Interior Secretary Doug Burgum for publishing a non-discretionary schedule of at least 30 offshore lease sales through 2040 for the Gulf of America and Alaska’s Cook Inlet.

The schedule differs from the ordinary Five-Year Plan for leasing because it its Congressionally mandated under the One Big Beautiful Bill Act (H.R. 1) and therefore not subject to the preferences of different presidential administrations, which have resulted in prior administrations altering the lease schedule to the detriment of investment decision-making.

“This schedule of predictable offshore oil and gas leases for the Gulf and Alaska is a welcome return to the regulatory certainty required to maximize and foster investment in American energy,” CEA Vice President Kaitlin Hammons said. “We thank the Trump Administration and the Bureau of Ocean Energy Management (BOEM) under Secretary Burgum for carrying out the will of Congress to bring back the stability needed to unleash America’s energy assets.”

“This schedule removes the risk of political whim from what should be a stable, apolitical process that benefits Americans,” Hammons said. “Domestic energy production is critical: it delivers energy security, national security and the affordable, reliable energy that families, farmers and small businesses need to thrive.”

The first Gulf of America lease sale is scheduled for Dec. 10, 2025, for the Gulf of America with March and August sales set to occur through March, 2040. The first Cook Inlet lease sale is due in March 2026, with at least five more scheduled through March, 2032.

BOEM is still working on a new Outer Continental Shelf Oil and Gas Leasing Program, as the Five-Year planning process is formally known.
