America’s energy strength begins offshore — in the Gulf of America, where responsible oil and natural gas production power our economy, protect our environment, and support millions of families. With the administration’s new Five-Year Leasing Program now underway, continued leadership is essential to keep that momentum strong.

America’s Energy Advantage — Built Offshore

For decades, the Gulf of America has been the engine of the Nation’s energy success.

The region holds an estimated 69 billion barrels of oil and 229 trillion cubic feet of natural gas.  To put that in perspective, the energy produced by that much oil alone would power roughly 11 million homes for a whole year – and that isn’t even accounting for the useable energy from natural gas.

Beyond the numbers, offshore energy means good jobs and real opportunity. In 2023, the offshore oil and natural gas industry supported an estimated 412 thousand jobs in the United States, compared to just over 354 thousand jobs on average across the 2023-2040 forecast period. Beyond job growth, the industry is projected to contribute an average of just over $29.6 billion of GDP per year over the 2023 to 2040 forecast period

These funds support local schools, coastal restoration, and conservation programs like the Land and Water Conservation Fund, which receives roughly $900 million a year from offshore revenues. Offshore energy isn’t just powering homes — it’s strengthening communities across the Gulf Coast and the entire country.

But when the Five-Year Program is implemented on schedule, it restores certainty and predictability to America’s energy future.

A robust leasing program does more than supply energy; it safeguards economic opportunity for hundreds of thousands of workers, energy affordability for millions of families, and environmental leadership that the world can follow. But this progress must continue. A strong Five-Year Program is not a one-time achievement — it’s a commitment to the future. Continued support and predictability in offshore development will help America meet rising global energy demand while maintaining its environmental edge.

Dear Mr. President,

On behalf of families, workers, and small businesses across the nation, we want to express our appreciation for your leadership in advancing a new Five-Year Offshore Leasing Program. This step restores predictability to America’s energy policy and reinforces the principle that a strong nation must also have a strong, reliable energy foundation.

The Gulf of America is a cornerstone of America’s energy strength — a region where responsible production meets real results. Offshore energy development there supports nearly 412,000 American jobs, contributes nearly $30 billion to our economy every year, and generates more than $11 billion annually in government revenues. Those dollars don’t sit in Washington — they flow back into coastal restoration, community infrastructure, and conservation programs that benefit families and businesses across the country.

Equally important, energy produced in the Gulf has among the lowest carbon intensities in the world, meaning American oil and natural gas are cleaner, safer, and more efficient than imports from abroad. Keeping this production strong ensures that we meet demand responsibly—protecting both consumers and our environment.

We respectfully urge your Administration to continue expanding access in the Five-Year Offshore Leasing Program and maintain a consistent schedule of lease sales. This will give energy producers the certainty they need to invest, innovate, and hire American workers—all while keeping energy affordable for families, farmers, and small businesses.

Every delay or reduction in offshore leasing carries a cost: higher prices at the pump, greater reliance on foreign suppliers, and fewer opportunities for the men and women who build, operate, and maintain our nation’s energy infrastructure. Expanding access is the common-sense solution—one that strengthens our economy, protects consumers, and preserves America’s global energy leadership.

Mr. President, thank you again for recognizing the importance of responsible offshore development. We ask that you keep this momentum going by ensuring the Five-Year Program remains robust, reliable, and forward-looking—because a stronger America starts with the energy we make ourselves.
