Arizona’s Cholla Power Plant Could Offer a Blueprint for America’s Energy Future

As electricity demand continues to rise across the country, states need practical solutions that can deliver reliable, affordable energy without waiting years for new generation to come online. Arizona Public Service’s (APS) plan to repurpose the Cholla Power Plant demonstrates how existing infrastructure can be updated to strengthen the grid, support local communities, and prepare for future growth.

Meeting America’s Growing Energy Demand

As America’s energy needs continue to grow, states are searching for practical ways to meet rising demand. Population growth, advanced manufacturing, and data centers are increasing demand for dependable electricity. APS’s plan to repurpose two retired units at the Cholla Power Plant into a 380-megawatt natural gas facility is important for the state. It will provide enough electricity to power approximately 61,000 Arizona homes while giving new purpose to infrastructure that has served the state for more than 60 years.

Building on Existing Infrastructure Makes Sense

Rather than building an entirely new power plant, APS plans to modernize an existing site and leverage existing transmission infrastructure. Because the project is located at an existing facility, very little new transmission infrastructure would be needed, helping reduce development timelines while making the most of previous investments.

Meeting Arizona’s growing energy needs requires long-term planning and continued investment. Since 2020, APS has nearly doubled its annual capital investments, increasing from $1.26 billion to $2.5 billion to support infrastructure improvements, strengthen grid reliability, and prepare for the state’s growing demand for electricity. Those investments, combined with projects like Cholla, help ensure Arizona is ready to meet tomorrow’s energy needs while continuing to deliver reliable, affordable energy.

Reliable Energy Requires a Balanced Energy Mix

According to APS, the Cholla conversion is expected to support hundreds of construction jobs, create permanent positions once operational, and generate approximately $4 million in annual property tax revenue beginning in 2031. The project will also support local schools, public services, and economic activity while preserving an important piece of Arizona’s energy infrastructure.
